October Bto Exercise Include About 3300 Flats Wait Times Less Three Years
HDB has announced that the upcoming October Build-To-Order (BTO) sales exercise will offer a total of 9,100 flats, of which 3,294 are Shorter Waiting Time (SWT) flats. These flats have a waiting time of less than three years and will be available in four BTO projects located in Bedok, Sengkang, and Yishun. The flats include a mix of two-room flexi to 3Gen units, as well as Community Care Apartments (CCA) for seniors.
This October launch marks the highest number of SWT flats launched in a year, surpassing HDB’s initial target of 4,500 units. Moving forward, HDB plans to release around 4,000 SWT flats annually over the next two years to address the growing demand for housing and reduce waiting times for buyers.

According to Eugene Lim, key executive office at ERA Singapore, this significant increase in SWT units reflects a conscious effort by HDB to cater to the changing needs of homebuyers. He adds that the higher number of SWT flats may attract first-time buyers who are in a rush to secure housing and prevent them from turning to the resale market, thereby stabilizing resale prices that have been on the rise in recent years.
Of the four SWT projects, two are located in Yishun with an estimated waiting time of 2 years and 7 months. Yishun Glade, situated at the intersection of Yishun Street 31 and Yishun Ring Road, offers 569 units in four 15-story residential blocks, including two-room flexi and four-room flats. The development also features recreational facilities like a children’s playground, fitness stations, a rooftop garden, and a senior care center. Nearby amenities include Junction 9, Yishun Mall, and Yishun Public Library.
The other SWT project in Yishun is Chencharu Grove, located along Bah Soon Pah Road and Chencharu Link. It comprises 826 units across six residential blocks, offering a range of units from two-room flexi to five-room flats. This project is conveniently situated near Khatib MRT Station on the North-South Line and amenities such as Khatib Central, Wisteria Mall, Northpoint City, and Yishun Hawker Centre. Chencharu Grove is expected to be a popular choice among homebuyers due to its close proximity to the MRT station and schools like Peiying Primary, Naval Base Secondary, and Chung Cheng High (Yishun). It also includes a 418-unit Single Room Shared Facilities (SRSF) public rental block, which replaces the pilot site at the former Anderson Junior College hostel along Ang Mo Kio Avenue 8.
In Sengkang, Fernvale Plains, located along Fernvale Street, offers 830 units across five residential blocks, including a rental block. The flats range from two-room flexi to five-room units, along with 207 CCA units. The project features shared community spaces like gardens, fitness stations, and a preschool and is close to Seletar Mall, Fernvale Community Club, and Compass One. The estimated waiting time for Fernvale Plains is 2 years and 8 months.
The fourth SWT project, Ping Yi Court, is located along Chai Chee Street in Bedok. It comprises five 15-story blocks with 862 units ranging from two-room flexi to 3Gen flats. The development is designed around a central courtyard and includes amenities like a preschool, playground, rooftop garden, and fitness stations. Residents will also have easy access to Kaki Bukit 511 Market and Food Centre, Bedok Mall, and Heartbeat@Bedok.
