October Bto Exercise Include About 3300 Flats Wait Times Less Three Years

The Housing Development Board (HDB) has announced the launch of the October Build-To-Order (BTO) sales exercise, with 9,100 flats up for grabs. Among the flats offered, there will be 3,294 units under the Shorter Waiting Time (SWT) scheme, which means they will have a waiting time of less than three years, according to the HDB’s press release on Oct 12.
The SWT flats will be available in four BTO projects located in Bedok, Sengkang, and Yishun, and will include a mix of two-room flexi to 3Gen flats. In addition, there will also be Community Care Apartments (CCA) for seniors. This brings the total number of SWT flats launched in 2025 to 4,690 units, exceeding HDB’s earlier target of 4,500 units. Moving forward, HDB plans to release around 4,000 SWT flats annually for the next two years to cater to housing demand and reduce waiting times for buyers.
This launch of SWT flats makes up more than a third of the October BTO exercise, indicating a deliberate move by HDB to cater to evolving buyer needs. Key Executive Officer at ERA Singapore, Eugene Lim, notes that with the introduction of more SWT flats, HDB aims to attract first-time buyers who may otherwise turn to the resale market due to urgency. This will help to stabilize resale prices, which have been on the rise in recent years.
Out of the four SWT projects, two are located in Yishun, with an estimated waiting time of 2 years and 7 months. Yishun Glade, situated at the corner of Yishun Street 31 and Yishun Ring Road, comprises of four 15-storey residential blocks with 569 units, offering two-room flexi and four-room flats. It features various amenities like a children’s playground, fitness stations, a rooftop garden, and a senior care centre. Nearby amenities include Junction 9, Yishun Mall, and Yishun Public Library.
The other SWT project in Yishun is Chencharu Grove, situated along Bah Soon Pah Road and Chencharu Link, with 826 units spread across six residential blocks offering a range of unit types from two-room flexi to five-room flats. This project is strategically located near Khatib MRT station on the North-South Line, as well as amenities like Khatib Central, Wisteria Mall, Northpoint City, and Yishun Hawker Centre. Lim expects Chencharu Grove to be one of the most sought-after projects in the October BTO exercise due to its proximity to the MRT station, as well as schools such as Peiying Primary, Naval Base Secondary, and Chung Cheng High (Yishun). He adds that the project is likely to attract larger households as it includes five-room units. Furthermore, the project will also feature a 418-unit Single Room Shared Facilities (SRSF) public rental block, replacing the current pilot site at the former Anderson Junior College hostel along Ang Mo Kio Avenue 8.
In Sengkang, Fernvale Plains along Fernvale Street will feature five residential blocks, including a rental block, with 830 units ranging from two-room flexi to five-room flats, as well as 207 CCA units. The project will offer shared community spaces such as gardens, fitness stations, and a preschool, and is close to Seletar Mall, Fernvale Community Club, and Compass One. The estimated waiting time for this project is 2 years and 8 months.
The final SWT project, Ping Yi Court, is located along Chai Chee Street in Bedok. It will consist of five 15-storey blocks with 862 units, ranging from two-room flexi to 3Gen flats, and is designed around a central courtyard. The development includes amenities like a preschool, playground, rooftop garden, and fitness stations. Residents will have easy access to Kaki Bukit 511 Market and Food Centre, Bedok Mall, and Heartbeat@Bedok, with the Bedok and Kembangan MRT stations (on the East-West Line) within walking distance. This project has the longest waiting time among the four, at 2 years and 9 months.
